The U.S. used to be the "go to" nation for innovation. We pretty much invented the middle class. We could do anything in "our" day.
Then greed overwhelmed the forces holding it in check. Yes, greed has always been with us. The early wealth of the nation was built with slavery and where not slavery, labor abuse. We abused in the mines and on the railroads and in the factories.
Can Your Business Thrive with the People You Have?
A business is only as good as its people.
I could end this post right there.
Having worked with a lot of businesses and government entities, I know an organization can only do as well as the people working there will let it.
Yes. Management sets the vision and the tone. Management sets the direction. But the CEO can't be everywhere at once guiding every action of every employee. It's not possible.

Also leadership keeping their fingers out of the people skills sets to allow them to do the great work.
Too often leaders/managers allow their egos and poor skill sets to push talent away.
You are right that talented people often leave and the lucky ones find places where they can thrive and accomplish amazing things, and the company thrives along with them.
I wonder do you feel that people really can't change?
An under-performer cannot learn new skills and increase talent?
You seem to be saying that this is an intuitive skill that we are born with.

Don't confuse "skill sets" with values. People can learn new skills obviously. But people who are lazy will remain lazy regardless of they are taught. People with bad attitudes will always have bad attitudes. Ask any honest psychologist---people don't change---not much.
So a failed department can improve with training. But great people, real self starters would never let the department fall so low---or they would choose to leave.
